The rise of the Internet as a global public good underpinning global trade, financial and information flows requires new forms of global cooperation. Under these conditions of flux and uncertainty, developing countries, far more starkly than mature economies, must counter the digital inequality paradox that as individuals, and aggregated as countries, connect to more advanced services the divide between and within countries increases. This relates not only to connectivity but with increased digitization and ‘datafication’ from the rise ‘surveillance capitalism’, the risks and inevitable harms associated with large numbers of marginalized people coming online at the national level.
